Ukrainian President Volodymyr Zelensky States Absence of Clear Security Pledge from Allies
President Zelensky has stated that European allies have failed to provide concrete pledges that they will defend Ukraine in the event of a future Russian attack.
"I continue to pose this critical question to all our partners and thus far, the answer remains elusive a definitive and straightforward response yet," he stated to the press on midweek.
These remarks follow a day after Britain and France inked a statement of purpose on deploying troops in Ukraine if a peace deal to conclude the conflict with Moscow is finalized.
However, full security guarantees have not been agreed. The United States, which has been spearheading initiatives to halt the offensive, reportedly did not sign such a pledge at discussions held in the French capital on Tuesday.
Details of the Paris Talks
After the Paris talks, which included some three dozen nations that comprise the group termed the 'Coalition of the Willing', British PM Keir Starmer said the UK and France would "set up operational bases across Ukraine" to prevent any future incursion, while French President Emmanuel Macron subsequently indicated a significant number of soldiers may be sent.
Allies proposed that the United States would assume a leading role in overseeing any ceasefire. But the central sticking point of ceding land that Ukraine is being asked to grant to Russia as a component of the settlement terms are continuing to be negotiated.
The Russian government has thus far remained silent on the announcement made in the French capital.
President Putin launched a comprehensive military assault of Ukraine in the early months of 2022, and Russian forces currently controls about 20% of Ukraine's land.
The President's Evolving Stance
Sir Keir described the bilateral declaration as "an essential component of our commitment to support Ukraine for the long-term".
He continued: "It establishes the pathway for the legal framework under which allied military personnel could operate on Ukrainian soil, securing Ukraine's skies and seas, and rebuilding Ukraine's military for the future."
The Ukrainian leader praised that agreement as a "huge step forward".
A day later, however, he appeared less optimistic.
"I perceive the determination, the political resolve, and that the partners are ready, and the allies are willing to give us strong sanctions, strong security guarantees," he said when asked if nations in Europe would come to Ukraine's aid.
"However, until we lack such binding security pacts - formally ratified, supported by parliaments, supported by the United States Congress - this question remains unresolved. And even if they do, you still have to rely primarily on your own strength."
Persistent Challenges and Fighting
Negotiations in Paris were also significant due to the attendance of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.
One envoy stated the allies "largely finished" their work on agreeing security protocols.
Recently, Zelensky said a settlement was "ninety percent complete".
Questions of land and defense pledges have been at the center of unresolved issues for diplomats.
Putin has repeatedly warned that Ukraine's military must pull back from all of Ukraine's eastern Donbas or Moscow will take control, dismissing potential concessions over how to conclude hostilities.
The Ukrainian President has thus far rejected ceding any territory, but has suggested that Ukraine could redeploy its forces to an established line - but only if Russia reciprocated the action.
Moscow currently controls about 75% of the Donetsk oblast, and some nearly all of the adjacent Luhansk region. The pair of oblasts form the industrial Donbas region.
It has been intensifying attacks against cities in Ukraine - particularly targeting power facilities. Russia has also made incremental advances in seizing additional Ukrainian land.
Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, albeit with varying degrees of effectiveness.
